Nearly all the Air Traffic Controllers in the United states are employed by the FAA which is a US Government Civilian Service job. Below you will find a great information source on the Dept of Labor about the job and the job page at the FAA telling you exactly what you need to do. This is not an easy job, most people have a 4 year college degree and are extremely organized and smart. It will take extensive training before you work actual aircraft. Don't want to leave out the military, which is also a great way to work in ATC.
If you have no experience, you will need to:
* Be a United States citizen
* In most cases, not have reached age 31
* Pass a medical examination
* Pass a security investigation
* Have three years of progressively responsible work experience and/or a full four-year course of study leading to a bachelor's degree, or some combination of the two
* Achieve a score of at least 70 on the FAA pre-employment test
* Speak English clearly enough to be understood over communications equipment
* Complete an interview
